Returns whether or not the current QAS is a CATI-QAS, IE, if the current questionnaire participates in a CATI questionnaire.
It does NOT tell you if the current context is an interviewer running the QAS or a CAWI respondent. Use User_getCallingLoggedInUser to determine this (empty for CAWI, non-empty for CATI).
