Unless the filters 'Deleted from' or 'Deleted to' are used as search criteria, then resource lists will not include deleted items. So applying these filters is a way to actual see the recycle bin for a resource using the normal resource list,

When filter is applied but no date inserted (value is null) then all deleted resources will be returned regardless of their deleted date.

When filter is applied and a date has been inserted then only resources that were created before this date will be included in the returned array.
