Arguments

• userResourceId: is a number expression. It is the user's resource id
• index: is number. It is the index of hourly cost which is updated
• userHourlyCosts: is array in which:

USER_HOURLY_COST_START_DATE	array	User's hourly cost start date object array (with time zone is user's time zone)
USER_HOURLY_COST_END_DATE	array	User's hourly cost end date object array (with time zone is user's time zone)
USER_HOURLY_COST_VALUE	number	User's hourly cost value
