Add a panel provider user

Create a new user with Dynamic Report Viewer template, username with format: PanelProvider_<name>

Add the new user to 2 groups: Panel Provider - Navigation Access and Panel Provider - Resource Access

Grant that user monitor access to the corresponding node in the monitor
